Can someone please explain what exactly section 12.1 means from the 09 Spec Miata Challenge rules (http://www.nasaproracing.com/rules.html)
Not sure how to attach the jpg I grabbed of the problem, but if you go and look, you'll see a difference in wording vs number ('seven' vs '7') for the RP sizes.

This is correct (or should be!)
12.1 Throttle Restrictor 1994 - 1995 1800cc engine powered vehicles must use a forty five(45.0) millimeter throttle restrictor. 1996 - 1997 1800cc engine powered vehicles must use a forty five (45.0) millimeter throttle restrictor. 1999 - 2000 1800cc engine powered vehicles must use a forty one (41.0) millimeter throttle restrictor. 2001 and up 1800cc engine powered vehicles must use a forty three (43.0) millimeter throttle restrictor. The throttle restrictor shall be placed between the throttle body and plenum. All intake air shall pass through the restrictor plate. Restrictor plates must be the proper size as listed in the Specification Table, must be from Mazdaspeed Motorsports Development or SCCA Enterprises, and must not be modified.
