Guys, currently a ITS guy but ran across a straight 97 1.8 for $3500 with hard top. It has 131k on it. So is this a good buy and would it be a good track day car with modest upgrades? Just need advice.

Depends on your competition aspirations.
If you wanted to be National competitive, IMHO buy a clean well built 99.
If you are content,{like me}, to run around in mid-pack, racing clean and having a great time, go for the 97. Build it to the level you can afford.
There are many posts regarding "the car to have".
Read them all,...unless $3,500 +
+cage
+crate motor
+suspension, etc, etc, etc
is just "pocket change".
And if that were the case, I'd still buy a 99. [yep]

That could be a good price or they could be selling a car thats bent or was half submerged in salt water. (I routinely see used 1.8s for about $2500 and a hard top will run you another $700-1k
