Nothing is final( or started really) but the Restrictor plates worked well through enterprises, so it is most likely where we will start. These won't be fancy or high tech tools. They will most likely look a lot like valves. They will use the pilot of the valves in most cases. Al divisions will have their own and enterprises will sell to motor builders or individuals who want them for themselves so everyone can build to same spec

So will "pro motor" prices come down now? If most current pro motors are still legal with the new specs, it still seems as if we will need them to be competitive?

Huge assumption that I think will turn out to be wrong. Plunge cut will be a huge issue I suspect. That and a few other things as well.
