Due to an issue of car groupings a request was made and approved to move the groups to better accomodate multi-group cars which had been in the schedule as back to back. I am sorry for the inconvience to some.

Slightly misleading. You're referring to the Milwaukee Cup, which was a special event.
It's possible if the region revived the Milwaukee Cup for IT as a restricted regional and promoted it as a big deal you might get a large field. Don't know.

Not quite that simple. George Kofman marketed and campaigned for entries for *entire months* prior to the event both years, and countless hours were spent on lining up sponsors, getting a dedicated run group, and establishing a tire rule.
There was also a lot of effort put into inviting drivers from long distance, with an agreement that the CHI and MILW drivers would return the favor by attending a Mid Ohio event later in the season. (Of course, in accordance with classic Area 4 vs. Area 5 squabble-ry, there were conflicting versions of who supported who more )
In 2002-2004 it was common for the SM drivers from the hosting region to make personal emails and phone calls to drivers in other regions, in hopes of getting 30 cars and their own run group. With this active promotion, we would get 30 cars at a track like IRP or Nelson Ledges - whereas without the promoting, the norm would have been 10-12 cars.
I will agree that making SM a National class (and the rise of NASA and the premature introduction of the 1999 and the economic slump and some terrible scheduling by the tracks and Divisions) contributed to lower car counts in subsequent years - but I also think we could take a page from the past and increase car counts with a little campaigning and coordination with the hosting Regions. (The Cincy IT Spec Fest is a great example of how to do it right!).
